<p id="internal-source-marker_0.8763067091349512" dir="ltr">As the various intelligence agencies, computer security companies, and hackers prepare for the week of convention carnage that is Blackhat (Going on now), Defcon, and BSidesLV, it&#8217;s important to remember how easy it is for security professionals to end up on the dreaded &#8220;wall of sheep&#8221; (a very public listing of usernames and partially-redacted passwords pilfered from the network and displayed to all). It&#8217;s not considered a surprise to get hacked and infected while there &#8212; it&#8217;s almost expected.  You have to be aware of your surroundings while schmoozing with hackers of every nationality, background, and moral code.  You have to be prepared: mentally, physically, and digitally.</p>
<h2>Mental Security:</h2>
<p>Before wading into an event as socially oriented as Defcon, you should know what you can and can&#8217;t talk about.  People will understand if you can&#8217;t talk about something because of an NDA, but if you make it seem really juicy, you&#8217;re just making yourself a target and you probably shouldn&#8217;t have brought it up.  If you can&#8217;t say to yourself: &#8220;My boss/security officer would be OK with this.&#8221; then you probably shouldn’t talk about it. While one question does not constitute a security threat, you should always be wary of disclosing information on corporate IT infrastructure if someone seems less than on the level.</p>
<h2>Physical Security:</h2>
<p>In a community that rewards physical security intrusion prowess as much as it does digital intrusions (and any mix thereof) it pays to pay attention to physical security.  Make sure anything sensitive to you or your company’s Operational Security is under lock and key(pad).  If that means putting your laptop in a safe because it&#8217;s an unwiped work laptop, then that&#8217;s what you should do.  It&#8217;s not hard to trick hotel staff.</p>
<p>Items such as RFID cards, bluetooth devices without encryption, magstripe cards, and access tokens should be accounted for at all times, especially RFID cards, since they are easy to clone, even from a distance.  All of these things can significantly impact your security and the security of your employer if lost or stolen.  Unless absolutely nessecary, never bring RFID cards, Access or ID badges, or RSA tokens to a security conference &#8212; you might even be made an example of in a presentation if you do (it&#8217;s happened before).</p>
<h2>Digital Security:</h2>
<p><strong>Updates:</strong></p>
<p>This should be the most obvious to people, yet it never fails to be left undone.  Update everything and check the week before you go, just in case there is a last-minute update from a vendor affected by something at the conference.  You won&#8217;t want to be walking around with a vulnerable computer when everyone is looking for a target to test out the new exploit.</p>
<p><strong>Encryption:</strong></p>
<p>An oft-overlooked protection against theft is full disk encryption, but only when it&#8217;s used correctly.  If you set up encryption on your laptop, make sure that hibernation and suspend states are being protected by something as well.  Failing to do this could mean that all your preparation and encryption goes to waste if the computer is on while stolen.  Be sure to also encrypt any sensitive files on your phone and your USB drives.</p>
<p><strong>Set Passwords:</strong></p>
<p>Double-check that your operating system&#8217;s auto-login feature is disabled, that you don&#8217;t have passwords stashed away inside the battery bay of your laptop or phone, and that your phone is set to require a password.  Be sure to clean your touchscreen devices after entering your password so that a thief can&#8217;t use your fingerprints to determine the password.</p>
<p><strong>Prevent Data Leakage:</strong></p>
<p>Should you be crazy (or desperate) enough to use the wifi, be sure to use HTTPS connections with NO certificate errors.  Even with this precaution, don’t be too sure.  There have been several issues found in SSL implementations in programs in the past few years, and it’s best to be safe.  If you have to use the internet, use your mobile phone as a tether or use SSH encryption.</p>
<p>SSH Tunneling is a great way to stay secure on the road by using it as a tunnel to another server (assuming you have one that you wish to use).  Create a tunnel to shove your internet traffic through by creating a local proxy with the -D command-line option.  The syntax is ssh -D [PORT] [username]@[IP ADDRESS].  Then set the proxy settings on your browser of choice to “localhost” for the hostname of the proxy, and [PORT] for the port.  It’s a socks proxy, so be sure to select that option.  This method works on Windows using Cygwin or Putty as well as Linux.</p>
<p>SSH Tunnels encrypt your traffic to and from your server, ensuring the security of your local connection, so long as you heed any warnings about changed keys (this could mean someone is attempting to intercept your traffic).</p>
<p><strong>Phones:</strong></p>
<p>Install tracking software with remote wipe and backup capabilities.  Lookout is a great application for android that combines all the features together.  You&#8217;ll sleep easier knowing that if your phone is lost or stolen, you can still wipe it and have all your data offsite.</p>
<h2>Security Checklist</h2>
<p><strong>Disable the following:</strong></p>
<ul>
<ul>
<li>Any Ad-Hoc wireless network holdovers from XP (free public wifi, hpsetup, ect&#8230;) these can be used to connect to and take advantage of your computer in many nefarious ways.</li>
<li>Any phone wifi hotspots, unless you have WPA2 encryption with a strong password/passphrase.</li>
<li>Boot from CD (unless you are using a liveCD system)</li>
<li>Autorun (if not already disabled)</li>
<li>Any Unnecessary Services (Filesharing in particular)</li>
</ul>
</ul>
<p><strong>Enable the Following:</strong></p>
<ul>
<ul>
<li>Screensaver lock</li>
<li>BIOS passwords</li>
<li>Hard drive passwords</li>
</ul>
</ul>
<p><strong>Mental:</strong></p>
<ul>
<ul>
<li>Check NDA&#8217;s</li>
<li>Check materials being brought to conference.  Do I really need this USB drive to come with me?</li>
</ul>
</ul>
<p><strong>Physical:</strong></p>
<ul>
<ul>
<li>Are my RFID badges out of my wallet?</li>
<li>Are my ID badges out of my wallet?</li>
<li>Do I have to bring my authentication tokens?</li>
<ul>
<li>Do I have a safe place to put my tokens in the hotel?</li>
</ul>
</ul>
</ul>
<p><strong>Digital:</strong></p>
<ul>
<ul>
<li>Am I using an encrypted tunnel to the internet?</li>
<li>Are my thumbdrives encrypted?</li>
<li>Are my devices encrypted?</li>
<li>Did I do updates the same week I leave?</li>
<li>Are all the applications up-to-date, including my Antivirus?</li>
<li>Do I have login passwords set and required for all my devices?</li>
</ul>
</ul>
<p><strong>Potential Rookie Mistakes:</strong></p>
<p>If you want to go a notch above secure and just below paranoid, some people recommend that you use non-persistent liveCD operating systems booted from USB.  I do NOT recommend this as they are usually at least somewhat out-of-date and can&#8217;t be updated (because they are non-persistent, even on USB).</p>

<p>Short and long term solutions to intelligence sharing and collaboration problems for the AFPAK mission begun in FY10 as part of USD(I) ISR TF Information Sharing for Afghanistan initiatives have helped us to codify mechanisms to solve these problems for AFPAK and at any COCOM for operational and humanitarian missions. Stand up of specialized networks (classified and unclassified), interaction with coalition partners, movement of data within and between networks, discovery of data, database interaction, cloud interaction, and knowledge management to bridge the understanding of technology as it specifically applies to the mission are all capability facets addressed to holistically solve these problems. Finally, in conjunction with the DI2E Framework, incorporation of an overall architectural framework that originally leveraged existing IC data layer and DCGS-IC components was developed as the framework to ensure that current and future AFPAK.</li>

The DOD and the DNI have information sharing initiatives underway to meet their community and customer specific needs. USD(I) has established the DI2E which is meant to further articulate the information sharing framework for the Military Intelligence Community in order to ensure intelligence information (both traditional and non-traditional intelligence) is available to support the full spectrum of operations, planning and decision-making activities; from strategic to tactical; from the highest levels of classification to the unclassified security domains.</p>
<p>The challenge for the DI2E is that it must be consistent with DOD CIO and DISA as well as the national Intelligence Community directions. This panel will focus on those intersection areas that are most critical to creating a broad information sharing environment that supports the DOD/IC missions and will highlight the particularly challenging issues or those most critical to taking this from a “Powerpoint” discussion to real capability.</p>

<p>The Secretary of Defense signed a memorandum on 19 April 2011 which articulates the <a href="http://ctovision.com/?attachment_id=12713">Science and Technology (S&amp;T) priorities for the Department of Defense (DoD)</a>. This memo flows from extensive planning including reviews of all defense missions and architectures to support those missions. The result: seven S&amp;T priorities have been identified for strategic investment.</p>
<p>These seven priorities are:</p>
<p style="padding-left: 30px;">﻿(1) <strong>Data to Decisions </strong>- science and applications to reduce the cycle time and manpower requirements for analysis and use of large data sets.</p>
<p style="padding-left: 30px;">(2) <strong>Engineered </strong><strong>Resilient Systems </strong>- engineering concepts, science, and design tools to protect against malicious compromise of weapon systems and to develop agile manufacturing for trusted and assured defense systems.</p>
<p style="padding-left: 30px;">(3) <strong>Cyber Science and Technology </strong>- science and technology for efficient, effective cyber capabilities across the spectrum of joint operations.</p>
<p style="padding-left: 30px;">(4) <strong>Electronic Warfare / </strong><strong>Electronic Protection </strong>- new concepts and technology to protect systems and extend capabilities across the electro-magnetic spectrum.</p>
<p style="padding-left: 30px;">(5) <strong>Counter Weapons of Mass D</strong><strong>estruction </strong><strong>(WMD) </strong>- advances in DoD&#8217;s ability to locate, secure, monitor, tag, track, interdict, eliminate and attribute WMD weapons and materials.</p>
<p style="padding-left: 30px;">(6) <strong>Autonomy </strong>- science and technology to achieve autonomous systems that reliably and safely accomplish complex tasks, in all environments.</p>
<p style="padding-left: 30px;">(7) <strong>Human Systems </strong>- science and technology to enhance human-machine interfaces to increase productivity and effectiveness across a broad range of missions</p>
<p>The <a href="http://ctovision.com">CTOvision</a> blog will use these seven priorities to continue to inform our writing and analysis. We have already been focusing on <a href="http://ctovision.com/category/big-data/">Big Data</a> topics that are directly relevant to all of these S&amp;T areas and will continue to do so. <p>We have a few immediate recommendations that flow from this memo:</p>
<ul>
<li>If you oversee technology activities at an integrator serving in the DoD market, this memo should help you build your roadmap of R&amp;D efforts. The Pentagon is also building investment roadmaps but the R&amp;D spending you can influence in your company may generate capabilities that accelerate DoD capabilities faster and may result in significant enhancements to the nation&#8217;s defense capabilities.</li>
<li>If you serve DoD by providing solutions, you should immediately invest time in learning and implementing solutions based on the stack of capabilities in the Hadoop Framework. <li><em><em>Computer Network Exploitation</em> (<strong>CNE</strong>): </em>Includes enabling actions and intelligence collection via computer networks that exploit data gathered from target or enemy information systems or networks. <a href="http://www.c4i.org/jp3_13.pdf" target="_blank">Joint Pub 3-13</a></li>
</ul>
<p>CNE, which can include cyber-espionage, has many advantages at the strategic, operational, and the tactical levels.  Strategically, an adversary may find it more beneficial to collect data against us rather than make an offensive move against us, for fear of retaliation.  Again, a vulnerability in our network is an open door for another to come take information.  This is generally physically harmless, but the amount of information that walks out the door daily is staggering and it adds up.</p>
<p>This has been one of the biggest problems that the U.S. has had to deal with in recent years, as witnessed during the release of hundreds of thousands of diplomatic cables over the <a href="http://en.wikipedia.org/wiki/WikiLeaks" target="_blank">Wikileaks</a> website last summer.  China and other countries steal our government and our industry secrets every day.  Of course, that is not to say that we aren’t stealing theirs as well, but we need to continue to become better, while getting better at securing our own information.</p>
<p>In an excerpt from the book <em>Toward a Theory of Space Power: Selected Essays</em>, Benjamin Lambeth, a RAND researcher, says “unlike the air and space environments, cyberspace is the <em>only</em> military operating area in which the United States already has peer competitors in place and hard at work.”<a href="#_ftnref1">[1]</a> Naturally, most hold China to be our main competitor in this arena, and in fact most other areas as well, but there are and will be other adversaries, state-level and below, that have designs on exploiting the United States through the cyber domain.  What are some strategies that we should seek to continue growing in this area?</p>

<p>I&#8217;ve pasted the full agenda below, but some key highlights include:</p>
<ul>
<li>An overview by DIA&#8217;s CIO and Director of DS, Mr. Grant Schneider.</li>
<li>Insights into secure collaboration provided by Mr. John &#8220;Mike&#8221; McConnell, former Director of National Intelligence and a mentor to legions of us who have long revered him.</li>
<li>An overview of the mission needs put on the DIA technology team, provided by the Director of DIA Lieutenant General Ron Burgess.</li>
<li>Insights into the human element of the system provided by noted professor and thinker Robert Axelrod.</li>
<li>Deep dives into successes in innovation and information sharing, &#8220;CIA Style&#8221; presented by champion innovator Mr. Geoffrey Fowler, Director and Managing Editor of the World Intelligence Review (WIRe).</li>
<li>Many breakout sessions are scheduled, including a wide range of mission-focused topics and advanced technology deep dives. I personally plan on hitting the ones on Hadoop (of course, since &#8220;Big Data&#8221; is an issue we should all be accelerating into our enterprise). I&#8217;ll also attend the &#8220;Data Center for the Future&#8221; talk since DoDIIS planners are always at the forefront of datacenter design and I&#8217;m sure I&#8217;ll pick up some good tips there.  I also noticed a breakout on the &#8220;Egyptian Revolution and Twitter&#8221; that might be insightful.</li>
</ul>

Visiting the many vendors and government displays there is a great way to get a snapshot of available technology. Firms that show technology at DoDIIS bring capabilities that are ready to go now. And, for the most part, the technologies there have great enterprise capabilities that work at scale.</p>

<p>Now in March 2011, DHS has produced another significant, positive, virtuous document on the topic of Cybersecurity that deserves the attention of leaders, planners and technologists from across the country. They have given us a white paper titled &#8220;<a href="http://ctovision.com/wp-content/uploads/2011/03/nppd-cyber-ecosystem-white-paper-03-23-2011.pdf" target="_blank">Building a Healthy and Resilient Cyber Ecosystem with Automated Collective Action</a>.&#8221; This paper flows from discussion, dialog and workshops that collegially fleshed out concepts. It is well worth a read and should help us all move towards a better IT environment.</p>
<p>Things I liked about this paper:</p>
<ul>
<li>It is collegial. It is not about &#8220;command and control,&#8221; it is about vision and collaboration.</li>
<li>It uses relevant models for complex systems like modern IT. Relevant models, like those based on life, can really help in our understanding of how to design for success.</li>
<li>It is well written, so it is easy to follow and fast to read</li>
<li>It focuses on the most critical threats, in my opinion. With no hype or hyperbole, it spells out clearly what the threat is and why we must rise to mitigate it.</li>
<li>It articulates &#8220;Resiliency,&#8221; an important emerging way of descirbing the state we need in IT that realizes attacks will always be with us.</li>
<li>It simply describes and moves out on concepts of healthy devices, strong authentication, automation, and interoperability.</li>
</ul>
<p>I hope that has been enough to grab your interest. I think the authors would like your review and would appreciate your feedback. They are clearly writers and thinkers with open minds, and the document contains contact information you can use to connect with them.</p>

<p>Mr Hitch was also kind enough to add some words on cloud adoption.  As a large contributor to <a href="http://www.cio.gov/pages.cfm/page/Federal-Risk-and-Authorization-Management-Program-FedRAMP">FedRAMP</a>, he is working to provide guidance and identify controls for cloud programs. Mr Hitch is one of the people in federal IT who is definitely worth noting.</p>

<div>Vance Hitch manages the Department&#8217;s $2.1 billion information technology program, overseeing management, acquisition, and integration of information resources across the Department. His oversight includes strategic planning, policy, capital planning, systems development, telecommunications, information security data management, enterprise architecture,</div>
<p>e-government, and user computing. He has served as the Chief Information Officer of the Department of Justice since April 2002.</p>
<p>Prior to coming to the Department of Justice, Hitch was a Senior Partner with Accenture. His projects there included the development of the IT Strategic Plan for the State of Maryland and a comprehensive re-engineering and automation of the City of Philadelphia&#8217;s Records Department. Other government organizations that he worked with include the Department of State, the National Security Agency, the Central Intelligence Agency, the Department of Defense, the Department of Justice, and multiple state and local governments. Altogether he devoted 28 years as a consultant to leading government organizations successfully through major change initiatives.</p>
<p>Hitch earned a Masters of Systems Management from George Washington University in 1973 and a Bachelor of Science in Physics from Muhlenberg College in 1967. He served in the United States Navy from 1969 -1973, attaining the rank of lieutenant.</p>
