<p>The Defense Intelligence Information Enterprise (DI2E) is an overarching construct for integrating operational intelligence capabilities in support of DoD missions. <blockquote><p>The first Defense Intelligence Information Enterprise (DI2E) Worldwide Conference &amp; Technology Exposition will take place at the Hyatt Regency Dallas at Reunion. The theme of this year’s conference is “Converging the Enterprise”. The DI2E is the logical integration of the successes of the Distributed Common Ground/Surface System (DCGS) and Joint Intelligence Operations Center (JIOC) Enterprises to support our defense, national, and international partners with all-source intelligence and counterintelligence.</p>
<p>The 2011 DI2E Worldwide Conference and Technology Demonstration brings together developers, program offices, and users to focus on how to best deliver a professional, fully integrated, and seamless Enterprise. This Enterprise will provide the best intelligence, counterintelligence, and security information under any condition or circumstance, whenever and wherever, in support of the warfighter, coalition and the national intelligence requirements.</p></blockquote>

This cooperative approach for those working with human domain data helps ensure this critical and timely data is available to Intelligence, Surveillance and Reconnaissance (ISR) platforms for tasking, posting, discovery, sharing, processing, exploitation, access and dissemination. The workshop will focus on human domain information sharing requirements, the current and future operational environment, and the impact of technological change. Current DXT integration and interoperability efforts will also be discussed to ensure the support enduring of human domain capabilities.</li>

<h5>Workshop #4: DCGS OUFT — Operational Users Forum, An Introduction to Enterprise Mission Threads</h5>

<p>The Operational Users Focus Team (OUFT) is a corner stone of the DCGS governance structure and acts as the primary link between the enterprise and the Joint Task Force Commander (and below). The OUFT reviews joint policy, CONOPS, standards, business processes, and TTPs for their impact on the DCGS enterprise and or operational users through continuous interface with COCOMs, Services, CSA’s, National Agencies, and multi-national partners. This breakout session will provide a forum for the OUFT, operators and users to discuss the development of business processes/mission threads which guide the transformation of the DoD DCGS Enterprise.</li>

<h5>Workshop #5: AFPAK Lessons Learned</h5>

<p>Short and long term solutions to intelligence sharing and collaboration problems for the AFPAK mission begun in FY10 as part of USD(I) ISR TF Information Sharing for Afghanistan initiatives have helped us to codify mechanisms to solve these problems for AFPAK and at any COCOM for operational and humanitarian missions. Stand up of specialized networks (classified and unclassified), interaction with coalition partners, movement of data within and between networks, discovery of data, database interaction, cloud interaction, and knowledge management to bridge the understanding of technology as it specifically applies to the mission are all capability facets addressed to holistically solve these problems. Finally, in conjunction with the DI2E Framework, incorporation of an overall architectural framework that originally leveraged existing IC data layer and DCGS-IC components was developed as the framework to ensure that current and future AFPAK.</li>

This session will take a look at the solution—ABI, enabled by extracting the activities of interest from the raw data streams and disseminating in standards-compliant formats, combined with advanced analytics and assistive, automated exploitation capabilities providing alerts and notifications thereby reducing data discovery and allowing analysts to focus their efforts on higher level problems.</li>

<p>This panel will look at the design considerations, constraints and imperatives as we collectively engineer the information enterprise to enable sharing information across many communities, with many customers, who have very different mission needs. The DOD and the DNI have information sharing initiatives underway to meet their community and customer specific needs. USD(I) has established the DI2E which is meant to further articulate the information sharing framework for the Military Intelligence Community in order to ensure intelligence information (both traditional and non-traditional intelligence) is available to support the full spectrum of operations, planning and decision-making activities; from strategic to tactical; from the highest levels of classification to the unclassified security domains.</p>
<p>The challenge for the DI2E is that it must be consistent with DOD CIO and DISA as well as the national Intelligence Community directions. This panel will focus on those intersection areas that are most critical to creating a broad information sharing environment that supports the DOD/IC missions and will highlight the particularly challenging issues or those most critical to taking this from a “Powerpoint” discussion to real capability.</p>

<p>Bob Gourley is the founder of CTOlabs.com, a provider of technology concept development, vendor evaluations and technology assessments focused on enterprise grade technologies. Mr. Gourley’s first career was as a naval intelligence officer, which included operational tours afloat and shore. He was the first J2 at DoD’s cyber defense organization JTF-CND. Following retirement from the Navy, Mr. Gourley was a senior executive with TRW and Northrop Grumman, and then returned to government service as the Chief Technology Officer of the Defense Intelligence Agency.</p>
<p>Mr. Gourley was named one of the top 25 most influential CTOs in the globe by InfoWorld in 2007, and selected for AFCEA’s award for meritorious service to the intelligence community in 2008. He was named by Washingtonian magazine as one of DC’s “Tech Titans” in 2009; and one of the “Top 25 Most Fascinating Communicators in Government IT” by the Gov2.0 community GovFresh.</p>
<p>He holds three masters degrees, including a master of science degree in scientific and technical intelligence from the Naval Postgraduate School, a Master of Science degree in military science from USMC University, and a Master of Science degree in computer science from<br />
James Madison University.</p>

<p>I&#8217;ve pasted the full agenda below, but some key highlights include:</p>

<li>An overview by DIA&#8217;s CIO and Director of DS, Mr. Grant Schneider.</li>
<li>Insights into secure collaboration provided by Mr. John &#8220;Mike&#8221; McConnell, former Director of National Intelligence and a mentor to legions of us who have long revered him.</li>
<li>An overview of the mission needs put on the DIA technology team, provided by the Director of DIA Lieutenant General Ron Burgess.</li>
<li>Insights into the human element of the system provided by noted professor and thinker Robert Axelrod.</li>
<li>Deep dives into successes in innovation and information sharing, &#8220;CIA Style&#8221; presented by champion innovator Mr. Geoffrey Fowler, Director and Managing Editor of the World Intelligence Review (WIRe).</li>
<li>Many breakout sessions are scheduled, including a wide range of mission-focused topics and advanced technology deep dives. I personally plan on hitting the ones on Hadoop (of course, since &#8220;Big Data&#8221; is an issue we should all be accelerating into our enterprise). I&#8217;ll also attend the &#8220;Data Center for the Future&#8221; talk since DoDIIS planners are always at the forefront of datacenter design and I&#8217;m sure I&#8217;ll pick up some good tips there.  I also noticed a breakout on the &#8220;Egyptian Revolution and Twitter&#8221; that might be insightful.</li>
</ul>

<p>One of my personal/professional friends was on the agenda:  <a href="http://www.nuwavesolutions.com/block.html" target="_blank">Howard Block</a> of NuWave Solutions. Howard is a master of technology with computer science degrees but his real contributions to the community center around making technology work for humans.  The frameworks he has helped coordinate and implement and open widget approach he has helped the community field are all focused on users and their missions, and the success he has shown in Endeca deployments are just icing on the cake. It is great seeing great people succeed like this.  Howard briefed lessons learned from his company&#8217;s deployment of solutions to the law enforcement community, including scalable, low-cost solutions enabling discovery across multiple sources of information- all focused on mission needs.</p>
<p>Another fantastic speaker was Brigadier-General Kampman, Director -General, Defense Force Structure Review, Department of National Defence, Canada.  The very large scale solutions he fielded with Endeca and the ability of that solution to return results to humans in sub-millisecond time (and the ability for humans to interact with and discover results in the data) provide fantastic lessons for any seeking to solve data overload issues.</p>
<p>Another speaker of note was Mr. Chris Darby.  Chris is a highly regarded technology professional I have had the pleasure of learning from in the past.  His current position is as President and CEO of In-Q-Tel (the independent investment firm that identifies innovative technologies to support the missions of the CIA and the Intelligence Community).   The agenda for the conference said the following about Mr. Darby&#8217;s presentation:</p>
<blockquote><p>&#8220;To say that every large government organization recognizes the importance of “connecting the dots” would not only be accurate – it would be an understatement. Faced with more than just text, these organizations need technologies that can help process all types of non-trivial data collection – including video, voice, and images – while overcoming issues ranging from deciphering multiple languages to dealing with “dirty data.” This information is necessary to many communities of interest, each of which has different needs and uses. Identifying technologies that can help extract meaningful, actionable insight is essential. His work with the Intelligence Community (IC) provides Mr. Darby with a unique viewpoint from which to assess the challenges and opportunities in the “connect the dots” landscape. He will provide insight into In-Q-Tel’s Connect the Dots initiative and discuss the importance of leveraging both established and emerging technologies for the effort.&#8221;</p></blockquote>
<p>I found Chris&#8217;s presentation to be riveting, for many reasons.  One is the way he clearly articulates that calculations of &#8220;risk&#8221; in the commercial sector that end up driving many decisions in business are normally not going to translate to calculations of risk in the national security sector.  When the mission is knowing enemy intentions and stopping attacks before they occur, commercial risk models will not apply.  That dynamic has always existed in the community, but it is being highlighted even more in this period of transition to a world of more asymmetric threats.  Chris&#8217;s brief highlighted how the oft used phrase &#8220;connect the dots&#8221; can sometimes make people want to oversimplify, but really this is complex.  We are, in most cases, looking for patterns of life.  And we are doing it with incredible quantities of data.</p>
<p>Of the many things that must be done with &#8220;dots&#8221; (which is now a bit of a shorthand way of saying &#8220;data&#8221;), perhaps the hardest are the ability to assimilate and analyze.  This is a key contribution of Endeca.</p>

<p>This year&#8217;s agenda is particularly impressive.  The agenda (which is pasted below as a reference) includes world class industry speakers like Joseph Tucci, CEO of EMC, and Dr. Steven Armentrout, CEO of Parabon.  Government speakers include the leaders of DoD intelligence IT like Grant Schneider, Roy Apseloff, and Casey Henson.  The national intelligence IT team will also be present in force, including a panel chaired by ODNI CIO Priscilla Guthrie.</p>

Solutions for the Information Technology Enterprise Awards</p>
<p>(Washington D.C. &#8211; May 14, 2010) The Defense Intelligence Agency (DIA) has awarded 11<br />
indefinite delivery, indefinite quantity (IDIQ) contracts supporting information technology<br />
(IT) requirements across the Defense Intelligence Enterprise and the greater Intelligence<br />
Community. The recipients of these contract awards are: (large) BAE Systems Information<br />
Technology, Inc.; General Dynamics Information Technology, Inc.; Lockheed Martin<br />
Corporation; Northrop Grumman Systems Corporation; Science Applications International<br />
Corporation; and Systems Research and Applications Corporation; (small) BC Fed Group<br />
LLC; CenTauri Solutions LLC; Enterprise Information Services, Inc.; Red Arch Solutions,<br />
Inc.; and Worldwide Information Network Systems, Inc.</p>
<p>The Solutions for the Information Technology Enterprise (SITE) contract is designed to<br />
enable streamlined execution, simplify purchase requests, standardize acquisition<br />
documentation, improve enterprise program management for customers, provide better<br />
reporting capability, improve contracting performance and data integrity and make the<br />
Agency’s overall IT acquisition processes more efficient. Although managed by DIA, the<br />
contract will also incorporate IT requirements from customers across the Defense Intelligence<br />
Enterprise and the Intelligence Community. SITE is the second in a series of DIA Enterprise<br />
IDIQ vehicles intended to bring acquisition excellence to the Agency. It follows DIA’s IDIQ<br />
contract vehicle entitled “Solutions for Intelligence Analysis” which was awarded in<br />
December 2007.</p>
<p>The SITE contract will have a ceiling of $6.6 billion over five years. DIA is expecting SITE<br />
to facilitate cost efficiencies, innovative technical solutions, and enhanced competitive<br />
opportunities for industry. Competition among the listed firms for task orders under the SITE<br />
contract vehicle will begin this summer.</p>
<p>The SITE contract vehicle will replace the multiple awards for DIA’s Department of Defense<br />
Intelligence Information System (DODIIS) Integration and Engineering Support Contracts<br />
(DIESCON3) and replace the Air Force’s longstanding Intelligence Information, Command<br />
and Control, Equipment and Enhancements (ICE2) single-award contract vehicle.</p>

<p>During breaks several sponsors were providing demos and additional information on their technology including:</p>

<strong>A quick gist:</strong></p>
<p>Don Boian of Cyber Command provided great context and a good kickoff to dialog.  Then throughout the event, cyber thought leaders in and out of government discussed the state of current technologies and current mission needs in cyber-focused organizations.  Some of these mission needs are truly enduring.  For example, the need for defense in depth as a strategy and approach vice just point solutions.  But today, defense in depth is not enough.  Adversaries always find a way in and defenders must continuously monitor and prepare for remedial action.  With the incredibly high volumes of data and information around those intrusions new means must be found to gain insights into what is occurring and then determine the appropriate action to take.  This must be done so fast new operational constructs around &#8220;dynamic defense&#8221; are required.  Defenders require capabilities that can increase the speed of good guy decision-making.  There must be speed in vulnerability detection, speed in intrusion detection, speed in decision-making and speed in execution.  Cyber Command defenders use the phrase &#8220;operate at network speeds.&#8221;</p>
<p>Another common theme throughout the event was a call for enhanced situational awareness in the cyber domain. The bad news is that call has been made for decades now.  There has been movement in enhancing situational awareness, but nothing yet fills the need.  More work is required.</p>
<p>Another theme was the need to enable humans to interact with data in far better, far faster ways.  Cyber data needs to be rapidly run through automated tools that can enable not just search but discovery using tools like Endeca.</p>
<p>Collaboration for cyber related commands and organization is another area where many enhancements have been made lately.  In a very good trend, it seems most organizations working cyber defense/cyber operations now know of each other and have frequent interactions.  There is more need for enhanced human to human collaboration and even enterprise grade social networking/social media around cyber defense as an aide to bringing the right understanding to situations.  A capability to watch here is Jive.</p>
<p>It is not only network defenders that need collaborative capabilities.  Developers of software and those that lead/manage/interact with them, including users, need ways to collaborate.  The ICEF was treated to an overview of a very positive capability to do that, the DISA led Forge.mil .  In my opinion, the positive disruptions from this activity have just begun, far more goodness will come from this project as more and more developers make use of it.  It is speeding development of new capabilities and is also laying the foundation of what may be the biggest positive improvement in the security and testing environment in years.</p>
<p>The security aspects of Cloud Computing were discussed in detail.  A general statement: If security is engineered into cloud computing capabilities, cloud concepts can significantly enhance the security of enterprises.  However, the reverse is also true.  If security is neglected in cloud constructs it can doom us all!</p>
<p>The ICEF was treated to an interaction with Tony Sager, one of the nation&#8217;s greatest thinkers in cyber security. Tony&#8217;s ability to express technological concepts in ways we can all understand is always appreciated.  A key conclusion from Tony: we are entering a phase in cyber defense that will require enhanced information management.   Note:  Tony provided us all with context on some very important concepts that all network defenders should be tracking, SCAP, NDV and FDCC.   My personal sense from the interaction was that most in the venue who work closely with security technology new of these constructs, however, it is getting to the point where all IT professionals and all leaders in an out of government need to know these capabilities, even if you are not a security professional.  So, a recommendation:  accept it as your civic duty to study up on <a href="http://scap.nist.gov/" target="_blank">SCAP</a>, <a href="http://nvd.nist.gov/" target="_blank">NVD</a> and <a href="http://nvd.nist.gov/fdcc/index.cfm" target="_blank">FDCC</a>.</p>
<p>Other speakers, including Dr. Ted Kirscher, Chief Architect of the NSA Threat Operations Center, underscored again the need for new means to conduct highspeed assessment of the right data from defensive devices.  Ted, like everyone else who spoke, also ensured we all knew the collaborative nature of the work in front of us all.</p>
<p>For the many people I heard from this was a day well spent, a time to reflect on progress and to think through the next priorities to address.  There are some huge challenges that confront cyber defenders, but with new organizational constructs and new focus being placed on the mission these challenges are certainly achievable.  Some might still look impossible, but hey, like Walt Disney said, &#8220;It&#8217;s kind of fun to do the impossible.&#8221;</p>
