<p>﻿﻿Since HTML5’s uptake in mainstream browsers, there’s been a lot of talk about the next version of the web, web 3.0 (even though Tim Berners-Lee dislikes that term).</p>

<p>The “next version” of the web, web 3.0, is also called the “Semantic Web” by many of the leading engineers working on HTML5 and other web standards.  The driving idea behind the semantic web is that computers, not humans, will be reading, interpreting, and digesting information from websites and web pages more than humans.  Unfortunately, since the data on the web is often in forms that make it computationally complex to parse or recognize, new HTML tags and standards had to be developed and integrated with HTML5 to provide this functionality.  Let’s look at a few examples of why this problem required such a solution:</p>
<p>Lets take a simple date, like the 21st of March, 2011.  A human can read this instantly and understand that I am talking about a date.  A computer, however, has to read the line, verify that this matches some sort of date pattern, and match that to a date pattern to use it.</p>
<p>An even harder sample to interpret would be 2/3/2011.  In countries other than the United States, this means the 2nd of March, 2011.  If this was written by an American, it could mean the third of February.  The computer must do additional research, or ask the user for verification of the actual date.  Either solution is undesirable.  To fix this problem we have some new tags in HTML5.  In this case, the &lt;time&gt; tag will help us out.</p>
<p>Instead of just writing that the concert is on the 4th of March, 2011 at 8pm, we write:<br />
The concert is on the &lt;time datetime=”2011-04-03T20:00+05:00”&gt;3rd of March, 2011.</p>
<p>The datetime attribute allows you to specify time by placing a &#8220;T&#8221; followed by the 24-hour time, +/- the timezone offset (use 00:00 for zulu time).  The pubdate attribute works the same way but denotes when an article has been published.</p>
<p>While time is probably the best example for the semantic web changes in HTML5, it is by far not the only one.  The following is a list of some of the semantic web tags included in HTML5 (let me know if you have any good ones you’d like to see added!)</p>
<ul>
<li>&lt;address&gt; &#8212; Specifies contact information for the author of an article.</li>
<li>&lt;article&gt; &#8212; Denotes an article, a block of information that stands on its own.</li>
<li>&lt;hgroup&gt; &#8212; Group &lt;h#&gt; elements together to create a cleaner DOM flow for interpreters.</li>
<li>&lt;details&gt; &#8212; Gives additional information/controls to be shown or hidden.</li>
<li>&lt;summary&gt; &#8212; Summary of a document, used inside the &lt;details&gt; tag.</li>
<li>&lt;figure&gt; &#8212; Denotes a figure (like a chart, picture, or other self-contained object)</li>
<li>&lt;figcaption&gt; &#8212; Gives the figure a caption.</li>
<li>&lt;abbr&gt; &#8212; Denotes an abbreviation and its expansion.</li>
<li>&lt;del&gt; &#8212; Strike out the text between the &lt;del&gt; tags.</li>
<li>&lt;ins&gt; &#8212; Denotes inserted new text.  Usually after &lt;del&gt;.</li>
<li>rel=”” &#8212; Attribute for links and hyperlinks.  It tells the browser (and more importantly, search 		engines) what relevance the linked document has to the current document.  Some 		examples are <a href="http://www.w3schools.com/TAGS/att_a_rel.asp">provided here</a>.</li>
</ul>
<p>The reason why these tags are so important really boils down to the heart of semantics, which is the ability for machines to understand the data that we are feeding them.  Thus, by adding these tags, we can do much more targeted search patterns.  For example, imagine a search engine in which you can search for all the news articles published between 2010 and 2011 by author “X”, but only those that happened to link to videos in the articles.  This is only one example of everyday consumer use.  Enterprise use could have much more of an impact for internal search engines and document management, especially for law and security firms that need to keep hundreds of thousands or even millions of documents.  Instead of being overwhelmed with search information or having to somehow add all sorts of document information, by inputting documents with simple HTML markup, many document management problems could be eliminated.  Imagine a world where you can cross reference all articles containing the date “1-1-2011” with mentions of “New Years Party” in the document summary.  That’s what the semantic web is all about &#8212; easy, built-in data mining.</p>
<p>That&#8217;s pretty cool, but the descriptors that have been given to us by HTML standards are not even close to what we need to describe vague things like hot or cold, or people who aren&#8217;t authors of the page.  Of course, you could probably add things into the HTML tags like classes inside of &lt;span&gt; tags (many microformats do this!) but this turns out to be a pretty inelegant solution because it quickly balloons your filesize if you have many things that you wish to tag or mark inside of your documents.</p>
<h2>A Brief Intro To RDF</h2>
<p>Enter the bold new world of RDF &#8212; The Resource Description Framework, where everything can be linked to anything and even queried for information, just like a SQL relational database (with similarly styled structure and a similarly named query language called SPARQL).  The idea behind this initiative is to give the entire web some sort of way to crawl over a document and what it contains more easily.  Anything can be described by RDF, as illustrated in this example from the <a href="http://en.wikipedia.org/wiki/Resource_Description_Framework#Example_2:_The_postal_abbreviation_for_New_York">Wikipedia Article on RDF</a></p>

<p>In the future, look for more RDF and a few, other, formats that make use of the same principles, as well as another article from CTOvision.com about RDF and how to leverage it.  RDF and its brethren are far too complex and comprehensive to fit in as a side note to HTML5, as the example well illustrates.</p>

<p>I have said, and still say, the same thing about design approaches like Service Oriented Architecture (<a href="http://ctovision.com/category/soa/" target="_blank">SOA</a>).  The constructs, methods and models of SOA are good practices that result in good designs for enterprises.   It is smart to separate data from application logic and smart to enable agility and mashups the way good SOA design does.</p>
<p>But a key problem with SOA was the hype associated with it.  Everyone started using the term the way they wanted to.  And every IT vendor came out with their definition of SOA.  And every system integrator tried to sell us buckets of their SOA.  And every trade journal ran SOA articles.  And too many CTOs, myself included, said too much to our customer/users about the promise of SOA and that contributed to our users increasing their expectations over what SOA would deliver.   The result of all of that, the over hype on SOA sometimes caused distractions.  The cure: CTOs focused on what SOA meant for their specific organizations.  It is still a great construct and by focus it is delivering value.</p>
<p>There are now clear indications that the hype around Cloud Computing is going to ramp way up.  In fact, a quick search on Google Trends indicates searches on the topic of Cloud Computing, while still lower than searches on the topic of SOA, are rapidly gaining while searches on SOA are declining.  The two are headed for a cross-over.</p>

<p>Here are my views of the &#8220;So What&#8221; of this information.  For the Chief Technology Officer or Chief Information Officer or other enterprise technologist who must really deliver, I&#8217;d recommend you brace yourself for a flood of hype.  You have probably already seen indications of this.  But if trends continue the amount of views you (and your bosses) will be asked to consider and deal with will accelerate dramatically.  Your defense against this will be the strength of your own position in Cloud Computing.  Therefore, I strongly recommend you personally think through what Cloud Computing means to your enterprise.  Also, think through your definition of cloud computing.  Hopefully the <a href="http://ctovision.com/2009/07/what-is-cloud-computing-im-forming-up-on-the-nist-view/" target="_blank">NIST definition</a> will suit your use, since the more people who form up on that the better.</p>
<p>And you may want to think through which Cloud Computing related events you will attend and speak at.</p>
<p>And you may want to think through you who personally believe the strongest IT players are in the Cloud Computing world.  I have my list.  Let me know if you want to compare notes sometime.</p>

I really like this conference.  It is filled with folks I like and centers around a hard enterprise mission that cries out for strong IT solutions.</p>
<p>The theme of this years conference is &#8220;Empowering Decision Advantage.&#8221;  The plenary speakers this year are GREAT! (as usual).  They include Grant Schneider, CIO for DIA, LTG Ron Burgess, Director of DIA, Sherrill Nicely, ODNI CIO, Pres Winter, Info Integration at ODNI, Major General John Custer of the Army Intelligence Center, and an incredible panel of all key IC CIOs.  This panel includes Grant Schneider, Al Tarasiuk (CIO CIA), Charles Barlow (CIO, NRO), Kelly Miller (CIO, NSA), Chad Fulgum (CIO FBI), Craig Kaucher (CIO DHS), Bobby Laurine, CIO NGA, Sherrill Nicely and Pres Winter.   This is going to be an awesome panel.  Really.</p>
<p>I&#8217;ve been asked to speak at a breakout session and am honored to do that.  The presentation I&#8217;ve been working on is an updated version of a briefing I used to track the future of IT.  This briefing considers five &#8220;Mega Trends&#8221; in the IT world and then talks about some specific technologies that hold high potential of changing the IT landscape.  I&#8217;ll be presenting Tuesday at 1500.  If you are a CTO or other enterprise technologist I would really appreciate seeing you there.</p>
<p>A key thing I really like about this conference is the expo floor.  I&#8217;ve been known to roam around in there for hours, going from one technology demo to the next.  This is where America&#8217;s greatest technologies are demonstrated.  Every major IT firm will be there, and so will every IT savvy integrator.  Every great application developer and every great mashup capability will be there.   Companies like Carahsoft, Endeca, Adobe, Symantec, Sun, Cisco, Microsoft, Oracle, JackBe and many more will be there.  I can&#8217;t wait to catch up with all of them there.</p>

<p>For those who have made it a hobby to speculate on who Obama&#8217;s CTO will be, I think the answer now is that it almost doesn&#8217;t matter which of the nation&#8217;s great tech leaders will be selected.  We know whoever it is will stand on the shoulders of giants and will be served with a group of advisors who have mapped out a vision and an action plan for success (whoever it is, I just hope to have dinner with periodically to pick his or her brain and see how I can serve from the outside- I sure want to see them succeed).</p>
<p>Now things are about to get exciting!  Time for all of us to do what we can to ensure the visions of this group become reality.<br />

2008 was a year of rapid changes for Chief Technology Officers.  We should expect 2009 to move even faster.  Where will the biggest trends take us?  I offer some considerations below.  Please<br />
look these over and give me your thoughts.   Push back if you have<br />
disagreement.</p>
<p>First, my overall advice for CTOs in 2009&#8230; Just like the new thin interfaces you will be testing in your lab&#8230; <strong>be flexible.</strong> Now here are some more thoughts on what&#8217;s in store for CTO s in 2009:</p>
<ul>
<li>Here is a no-brainer: Increasingly CTOs will leverage social media to  collaborate.  Things are moving so fast that we all like to network to  seek help on big things and to get advanced warning on what is coming  next.  More of us will be on Twitter, in Facebook, and writing blogs.   And this is a good thing.</li>
</ul>
<ul>
<li>&#8220;Mashups&#8221; will still be very  important as an enterprise objective in 2009 (and beyond).   And the  company that will help accelerate them into the federal enterprise is <a href="http://jackbe.com" target="_blank">JackBe</a>.  They do things in a way that enterprise CTO s like.  They build  in connections to governance, security, identity management.  And they  play well with the entire ecosystem so you don&#8217;t have to rework all  legacy just to use them.  Of course web2.0 will remain a key trend, but mashups takes web2.0 to a new, more mission-oriented level and for enterprise players the mission is what is important.</li>
</ul>
<ul>
<li>An approach we will all learn to love and follow is &#8220;context  accumulation&#8221;.   This very important term was coined by <a href="http://jeffjonas.typepad.com/jeff_jonas/2008/11/puzzling-how-observations-are-assembled-into-context.html" target="_blank">Jeff Jonas</a>, and  I think Jeff is going to have all of us moving out on that in the next  12 months.   If you agree, visit his blog and by all means help others  understand why this is really the only way we humans stand a chance of  surviving/thriving in the onslaught of data.</li>
</ul>
<ul>
<li>Federal acquisition of IT will still be criticized for all the  reasons it always has been.  But there will also be an acceleration of  a dramatic positive change brought about because of open source  software and a new appreciation that IT acquisition processes  (RFI/RFP/FAR/DFAR based purchases) do not apply to software that is  free.  Free software is not being bought, it is being used, for free.   The whole reason the FAR exists is to ensure when the taxpayer&#8217;s money  gets spent it gets spent wisely.  When things are free the FAR has less  applicability.  Services for open source are being bought and since  that uses government money of course the taxpayers will continued to be  served by the same FAR-type processes that are meant to ensure open  competition, but that is not for free open source software, that is for  services to configure and manage the software.</li>
</ul>
<ul>
<li>Will this be the year of enterprise security?  We have been banking on that for a long long time.  We know the answers on how to make enterprises more secure.  There is a great recap of some of the most important components of security in the <a href="http://www.ctovision.com/2008/12/ctos-global-cyberwar-and-our-collective-future.html">CSIS report.</a> But there are many more things that can be done as well. My goal, as <a href="http://www.gcn.com/online/vol1_no1/47732-1.html?topic=security&amp;CMP=OTC-RSS" target="_blank">captured here</a>, is to<span class="storybody"><span class="story"> improve security by two orders of magnitude within the next 24 months. </span></span></li>
</ul>

<ul>
<li>Netbooks, Thin Clients and Cloud Computing will accelerate  throughout the technology landscape, especially inside the federal  government.  These trends in both devices and the cloud components are directly related and are also benefiting from the global, unstoppable trend toward open computing  (open software and open standards).  One to watch in this area:  <a href="http://www.sun.com/" target="_blank">Sun Microsystems</a>.   But also track the dynamics of the <a href="http://www.ctovision.com/2008/12/the-disruptive-power-of-netbooks.html">netbooks</a> providers.   Dell will get serious about netbooks, but Acer will continue to grow  market share.</li>
</ul>
<ul>
<li>A key accelerator of Cloud Computing has been the powerful technologies of virtualization, especially those of VMware.  Open source and other virtualization capabilities are coming fast too.  Trend to watch in 2009 is the arrival of higher order, more elagant capabilities to manage virtualizaiton accross large enterprises.  VMware and Opsware (HP) will continue to evolve to do this, but Appistry, Vizioncore, Xsigo and Sun (and others?) are coming fast.</li>
<li>Increasingly leaders will recognize that concepts of operation that  require humans to tag and create metadata are sub-optimized.  When busy  people are tasked with burdensome tagging operations they too  frequently become tempted to cut corners and rush the process.  Over  time, meta data generated this way just becomes meta crap.  This  growing recognition in the federal space will sweep in new technologies  and new approaches to discovery of content.  One to watch to solve this  issue:  <a href="http://www.endeca.com" target="_blank">Endeca</a>, because of their approach to visualizing information and enabling human to computer iterative examination of data.

<li>Flexible computers will arrive in production this year for early  adopters and many CTOs will use them in labs to assess applicability  for massive deployment in the coming years.   These flexible computers  are the ultimate thin clients.   Backends/servers/architectures  developed for the cloud perfectly suit ultra thin, flexible computing  devices. For more on this hot topic, start at the site of the <a title="Flexible Display Center ASU" href="http://flexdisplay.asu.edu/" target="_blank">Flexible Display Center</a> at ASU.</li>
</ul>
<ul>
<li>Collaboration will increasingly be seen as the means to link human  brains together.   Collaboration tools that are stand alone stovepipes  will be a thing of the past.  Users will collaborate using the entire  technology environment:  voice, video, data, whiteboard, chat,  application sharing, info discovery will increasingly be integrated  into a single fabric.  Key players here:  <a href="http://adobe.com" target="_blank">Adobe</a>, <a href="http://microsoft.com" target="_blank">Microsoft</a> and <a href="http://cisco.com">Cisco</a>.</li>
</ul>
<ul>
<li>In a big change for how money is moved in major enterprises, the CIO  will be given responsibility for the energy budget.  This will encourage  CIOs to modernize to conserve energy, since money saved from energy  costs can be invested back in modern IT.  This will be a very virtuous  cycle, that saves money for organizations, saves energy, and modernizes  IT.</li>
</ul>
<ul>
<li>In a stunning turn, IPv6 will be rapidly adopted, not by enterprises,  but in homes.  The major home communications provider that delivers  full IPv6 to home environments (and to cell phones) will have an incredible advantage over  competitors and will dominate.  The many rich features of IPv6  delivered to consumers will finally push enterprises everywhere to move  out on IPv6.</li>
</ul>
<ul>
<li>In 2009, as in every year prior and for most into the future, there  will continue to be bad people using technology to do bad things.   Enterprises will move to protect info, but bad guys will keep moving to  get the data.   And the use of social networking tools by terrorists  will likely grow.  This is not a foregone conclusion, but I&#8217;m not  personally sure what can be done to mitigate the use of advanced  technology by bad people, other than to say that we good people need to  work together more to stop them, and my hope is that we can keep 2009  safe and secure.</li>
</ul>

			</div><div style="clear:both"></div><div style="padding-bottom:4px;"></div><p>I&#8217;m hoping most enterprise CTOs have had a chance to learn more about Vivek Kundra&#8217;s <a href="http://www.appsfordemocracy.org/" target="_blank">Apps for Democracy</a> initiative.  I&#8217;m really impressed by this activity for many reasons, but primarily because it got results of use to the citizens and visitors of DC.  This initiative proved yet again that Vivek Kundra is a CTO who gets things done.  From his <a href="http://octo.dc.gov/octo/cwp/view,a,3,q,579512,octoNav,%7C32786%7C.asp" target="_blank">bio</a>:</p>
<div style="margin-left: 40px;">Vivek Kundra was appointed by Mayor Adrian M. Fenty on March 27, 2007<br />
to the Cabinet post of Chief Technology Officer (CTO) for the District<br />
of Columbia. As CTO, Kundra leads the Office of the Chief Technology<br />
Officer (OCTO), an organization of over 600 staff that provides<br />
technology services and leadership for 86 agencies, 38,000 employees,<br />
residents, businesses, and millions of visitors.</div>
<p>Prior to this Vivek was getting things done in the Commonwealth of Virginia, in the private sector, and in Arlington Virginia.</p>
<p>In his current position he became an instant hero to an entire enterprise when he took the bold step of moving his enterprise to a Google Apps foundation. The video below provides some background on this move.</p>

<p>An equally wise, and similarly bold move was Vivek&#8217;s initiative called Apps For Democracy.  This contest began with Vivek insuring that the DC government is being as open and transparent with data as possible, exposing data in a variety of common formats.  This was no simple task, requiring vision, perseverance, and a dedication to plow through city hall obstacles that only a motivated leader could tackle.  Vivek set the groundwork for success by working with a great thought leaders like Peter Corbett at <a href="http://www.istrategylabs.com" target="_blank">iStrategyLabs</a> and by coordinating with Internet enthusiasts like the crew at <a href="http://mashable.com" target="_blank">Mashable</a>.  The Strategy Labs team created a proposal for this project and brought this project to life in six days!  created a page encouraging mashup entries, and the result was an incredible generation of capabilities that serve DC citizens and visitors to our Capital.   47 applications were created in a way that did not require long procurement processes or costly integration contracts.  What do the apps do?  Check them out yourself here: <a href="http://www.appsfordemocracy.org/apps-for-democracy-medal-winners/" target="_blank">medal-winners</a></p>

<p>What else can I say about Vivek?  He also has great models for internal program management.  His approach is nothing like the one I learned from Gartner the everyone trys to implement.  And it is better than the one I learned in the corporate world that worked very well for us at TRW and Northrop Grumman.  His approach is nothing like the one we used at DIA.  In fact, if I had it to do over again I would use his approach in my old enterprise.  For more on his way, see the write up for his 2008 <a href="http://www.infoworld.com/article/08/06/02/23FE-cto25-kundra_1.html" target="_blank">InfoWorld Top 25 CTO award</a>.</p>
<p>So hey, what&#8217;s next?  My hope is that the methods and models of Vivek (and iStrategylabs) are applied across the nation and up to state and federal levels.  Think of the good that could be done.</p>

			</div><div style="clear:both"></div><div style="padding-bottom:4px;"></div><p>Nicholas Carr writes in ways that makes people think.  I really enjoyed reading his latest in the Atlantic titled &#8220;<a href="http://www.theatlantic.com/doc/200807/google" target="_blank">Is Google Making Us Stupid?&#8221;</a> This article covers some rather significant trends that IT is pushing into the global social fabric.  The changes he talks about are disturbing.  They are infecting people like a fast spreading disease.</p>
<p>There is a chance you are suffering some of these symptoms yourself, so by all means <a href="http://www.theatlantic.com/doc/200807/google" target="_blank">read the article</a>.</p>
<p>Or if your attention span is going, here is how Nicholas Carr describes the symptoms :</p>
<p>&#8221; Over the past few years I’ve had an uncomfortable sense that someone, or something, has been tinkering with my brain, remapping the neural circuitry, reprogramming the memory. My mind isn’t going—so far as I can tell—but it’s changing. I’m not thinking the way I used to think. I can feel it most strongly when I’m reading. Immersing myself in a book or a lengthy article used to be easy. My mind would get caught up in the narrative or the turns of the argument, and I’d spend hours strolling through long stretches of prose. That’s rarely the case anymore. Now my concentration often starts to drift after two or three pages. I get fidgety, lose the thread, begin looking for something else to do. I feel as if I’m always dragging my wayward brain back to the text. The deep reading that used to come naturally has become a struggle. &#8221;</p>
<p>I hope you dive deep into the Carr article for more details, but if you have the disease yourself you might not.  So here is a gist of key points:</p>
<ul>
<li>Google and others have made research simple and fast and easy.</li>
<li>Almost all data can come into your head via your browser.</li>
<li>People read fewer (or no) books.</li>
<li>People are loosing the ability to read and retain info from long articles.</li>
<li>The Internet, through your browser, is the medium of choice.  Newspapers and print are on the out.  TV is heading out fast.</li>
<li>We also write through the web, and that is changing the way we think.</li>
<li>We too frequently are relying on computers to mediate our understanding of the world.</li>
</ul>
<p>What do we do with this cautionary info?  One immediate think all of us should do is remember to carve out time in the day, every day, to read, write and think.</p>
<p>But if you are an enterprise technologist you should also consider what this means for you and your organization.  Some ideas:</p>
<ul>
<li>The systems you are designing, developing and fielding to your workforce may serve your workforce better if their interfaces are more intuitive and less textual.  People will want to interface with enterprise systems they way they interface with the Internet (present your applications through browsers and summarize results and seek rapid human feedback on what they like or don&#8217;t like about the results).</li>
<li>To the greatest extent possible, build systems that present <span style="text-decoration: underline;">fast</span> results.</li>
<li>And present information in ways that let humans interact with it.</li>
<li>And present information in ways that ensure the humans are in charge of the process and in charge of assessing the relevance of results.</li>
<li>Don&#8217;t stop innovating.</li>
<li>Stay on the net yourself so you can track where it is going.</li>
<li>Get engaged in social media (if you are not already).  That means Facebook, Plaxo, LinkedIn, and Twitter (especially Twitter&#8211; it really changes your mind).</li>
<li>Translate those many lessons into the enterprise technology you field.</li>
</ul>
<p>If you can do that and if you can stay focused on the mission all your users will thank you, and in many ways I think you will be helping make your organization smarter.  If you don&#8217;t do that then the odds are great that you will just be part of the noise.   You may even be contributing to making your organzation stupid.</p>

			</div><div style="clear:both"></div><div style="padding-bottom:4px;"></div><p>Participants in this week&#8217;s Enterprise 2.0 conference, hosted by the ODNI&#8217;s ICES group and the CIA&#8217;s WIRe team, were treated to a shared experience that is hard to capture in a blog post.   So I won&#8217;t try.  But I will say this, we all had some great collaboration and coordination lessons and context, and we were able to participate in creating that ourselves because the conference organizers established a great ambiance and gave us access to wiki&#8217;s, blogs, twitters and WiFI that knitted that all together.  I really appreciated being there.</p>
<p>One lesson I&#8217;d like to note now was underscored by Fred Hassani.  Fred found a great way to make us all think about the variety of collaboration tools at our disposal.  In a musical analogy he underscored how hard it can be to make music with instruments that don&#8217;t traditionally play well together.  But in a sign that the spirit of the community is strong, we all saw how a cowbell can make really really great music if you put your heart into it.   And we the community of professionals can make use of any tools we are provided to collaborate, even if they are not our favorites.  We will always make due and will always overcome.   One way we will overcome is through mashups.  Just like in music you can mashup piano&#8217;s and cowbells, in IT you can mashup imagery data and SIGINT data and analytical data etc.</p>
<p>Which brings us to a great video that underscores this point&#8211; not from thte WIReICES conference, but from a group of spirited collaborators from SNL who many of us in the community look up to.</p>
<p>So please check this out and as you do please think of the IT tools in your enterprise.  I guess the point made for CTOs is that we need an enterprise that allows mashups of all tools and all data.  You never know when the maestro will call for more cowbell.</p>

<p>As you watch that, keep in mind that what you are seeing is a capability that can run on any PC that can run Internet Explorer (which is just about all of them).  The clip shows a capability that Microsoft&#8217;s Caligari toolset &#8220;TrueSpace&#8221; has to build high resolution 3D models then upload them into Virtual Earth.</p>
<p>Currently national security planners, as well as others with mission needs for geospatial information, have many choices for solutions.  But most good solutions require loading specialized software on the workstation.  This includes, of course, Google Earth.   Google also provides 3D creation capabilities with Sketch-Up.  And that is a powerful combination.  But the need to load programs on workstations and move data to workstations complicates enterprise IT solutions.  Additionally, Google Earth is reportedly not accurate in elevation measurements.   Now the new capability shown in the YouTube clip indicates a solution that can give highly accurate 3D models to planners everywhere, and it can do that without having to instal large stand alone apps on workstations and without having to move large datasets to the workstation.</p>
<p>A use case:  Imagine a USMC team preparing for an evacuation of a group of citizens.  They shift into their Rapid Response Planning Process (R2P2) and move out.   Although this process ensures all available information is used and can accomodate information from external sources, the urgency of the mission means it will proceed no matter what.   No one involved is going to waste time trying to download new software programs or test applications or risk breaking systems that are working well.  New data is fine, but new software is not needed.   This 3D model that runs in a browser could be of tremendous use at times like this.  If the data is there, models can be presented to the planning team and they can visually walk through buildings before their mission.  The models can be provided from locations far away or from local data if available.  And they can be presented on any computer with a browser.</p>
<p>That is just one use case.  Many more can be brainstormed by planners, and I&#8217;d recommend this dialog get underway soon.  But there is actually another meta-point to make.   Consider the fact that this dialog can start much earlier in the process because of new web2.0 capabilities.  Thanks to Jeffrey&#8217;s micro-blogging on Twitter and the Google YouTube posting on his Blog, the national security community has some early warning on things we should be thinking through.</p>
